In 2008 we started with the first reports about the new regulations set by the European Commission, the concept of Authorized Economic Operator (AEO) . The AEO concept means that a certificate is issued by the customs authorities to companies that have their customs and other obligations of international trade under control. This certificate is valid throughout the European Union.
Companies without AEO status may expect that their goods will be subject to more frequent and heavier controls at im- and export. The industry in which we operate is typically an industry where speed and an efficient supply chain of immense importance. That is why we immediately took the necessary steps to start the AEO procedure to get the AEO certificate. This was a secure and time-consuming job.

Procedures

Our colleague Erwin Goedkoop, together with fellow student Bob Hunsche, gave shape to the route of certification. They described and recorded the necessary procedures. Through self-assessment, they have examined the organization and pointed out our critical points.
Subsequently, Erwin and Irma van der Weijden made our organization practically ready for AEO. At this point they worked closely with the Durtch customs. All our employees received an AEO training and completed it successfully.

AEO Certification benefits

The Customs write on her site about the following benefits.
By introducing the Authorised Economic Operator status, the flow of Custom goods for Customs is divided in two parts: AEO goods and goods of non-certified companies. The Customs provides certain facilities to certified companies.

The holder of an AEO certificate:
- is subject to fewer physical and document-based controls
- has priority when selected for an audit
- Can require a check at a particular location
- is not checked on previous items on a later permit request.

In 2010 in the Netherlands the following benefits are added to the holders of a security certificate and the combined certificate Customs simplification and Safety:
- notice of coming inspections
- supplying less information in the minimized declaration

Customs inspection notice

Are you entering goods in the EU and you file a summary declaration? At this time you get a notice for customs inspection (the so called Copaco rule). During 2010 the Customs only sends this notification to operators with an AEO certificate. This can be a:

- AEO Safety certificate (AEO-S)
- Combined Certificate Customs Simplifications / Security (AEO-F)

Operators without AEO certificate receive the notification of Customs control only when the goods are unloaded.

Customs will send the notice to the petitioner lodging the summary declaration (if it holds an AEO certificate). Also handlers (air side) and stevedores (maritime) with a certificate AEO-S or AEO- F or receive a message about a proposed customs inspection.
Guarantees
The Ministry of Finance recently decided to reduce the guarantees for enterprises with an AEO certificate. This will make the AEO status, also given the present economic circumstances, more attractive to the Dutch business sector.
