A number of countries in Africa require a waiver document for all import shipments. This way the authorities in the country of destination have access to all information in the “pre-arrival phase”.

Each country has their own regulations for waiver documentation and in fact, some countries have a different name for the document. For example, some countries refer to it as an (Electronic) Cargo Tracking Note (CTN or ECTN). In countries where French is the native language, it is known as Bordereau de Suivi des Cargaisons, or Bordereau Electronique de Suivi des Cargaisons (BSC or BECS). In addition, various other names are used, such as CNCA, CEE, FERI and BIETC.

The information contained in the waiver document, is as follows; Shipper and consignee names, mode of transport, description of the cargo and its value, name of the transport vessel and the cost of shipment. The authorities in the country of destination must be in possession of the waiver document prior to arrival of the vessel.
