Importer Security Filing (ISF)

Importer Security Filing, also known as ISF, or the 10 + 2 rule, is a rule that obliges importing US parties to declare specific commodity data being imported to US Customs. The complete ISF must be declared 24 hours before departure from the port of loading. Late declarations will be penalized with a fine of between USD 5.000 and USD 10.000 per filing. American importers have to advise 10 points for each shipment: Name & address of the supplier, name & address of the buyer, Name & address of the seller, Name & address of the Forwarder, Country of origin, Location of container consolidation, exact delivery address in the US, number of the transport agreement (BL), importing party VAT number, HS code.

Carriers supply the following data: Vessel stowage plan, container status message.

An overview also needs to be provided to US customs  of any and all goods that do not leave the vessel during a call in an American port, stating commodity,  origin and destination.
